Well, open Internet Options from Internet Explorer, by clicking Tools > Internet Options > Privacy

If you can't see the tools option, right click on the area next to the open new tab option and

make sure Menu bar is checked.

Or go to Control Panel and open Internet options from there.

The option to secure cookies is in place automatically by Microsoft.

If you are experiencing an actual problem with cookies it may be because Windows is trying to keep your information safe and a website is trying to defraud you. OR You need to make sure you have Norton security software and not some whack internet security software which screws up your internet surfability.
