What to do about a cement sealed basement floor drain?

We bought a house where the previous owner filled in the basement floor drain with cement. We would like to finish this basement. Will a sump pump protect a finished basement from any flooding? Or do we need to reopen the drain

    Sump pump will help in protecting a basement from flooding but if the water comes from above such as a leaking pipe, water heater etc, its already flooded.

    If the water table rises, yes a pump will stop it ( if there is no power failure or if you have a back up power source) from flooding provided the water is pumped away from the house and not flow back in through the walls. And yes I ve seen this happen.

    Other wise you ll have to get a plumber in, have the area cut or broken out and have the drain fixed.
