There are like four sets of stairs that go in the ground in Daley Center. I go to Chicago a lot and have always wondered where those go?

These are probably the stairs that go to the underground walkway (called the Pedway) that connects many Loop buildings. A lot of people use it, and it's great when the weather is bad.
