Encroachment Rule for NFHS?

Would some clarify this for me. In the NFHS rules for high school football. Is the play called dead if the defender even crosses the line of scrimmage or does he have a chance to get back into position before the ball is snapped. Some of my fellow coaches were arguing about this and no one can find their rule book.

    Under the NFHS rules, when a defender crosses into the neutral zone the play should be blown dead and the five yard penalty should be assessed. The defender should not be allowed an opportunity to "get back" on his side of the neutral zone. This is a penalty that many referees hesitate to call and, as a result, it is penalized incorrectly or not at all from time to time. The rule actually states that, regardless of when the defender crosses into the neutral zone, the play should be blown dead and the penalty assessed. However, it would not make much sense to peanlize a corner for walking out to cover his receiver and accidentally stepping into the neutral zone. THus, "common sense officiating and preventitive officiating" are encouraged.
