Android phone as an ipod?

I'd like to purchase a used android phone to use as an ipod (games, music, wifi...). I told a friend this and they said you need a data package to use it at all, is this true? I don't want to pay for data, I don't want to use it to make call, just for games and such. Is this possible?

    If the phone you get has WI-Fi, then you can surf the internet for free (as long as your in a "hot spot"). You can download games, music, etc. off the internet (via Wi-Fi), through your computer, or via bluetooth. Get one with an auxiliary micro SDHC memory card, for better memory.
