I would argue that while George Will identifies himself as a conservative he is far more centrist then he would be willing to admit.
Having said that, I haven't seen the column you are referencing so I can't really comment on it.
Romney's tax plan as it has been outlined does not raise taxes on the middle class.

romney is cutting the rich taxes (go figure) and his plan ADDS $6000 to middle class families who have kids

Increase taxes and cut programs.
Lowers the national debt.
The USD is worth more money.
Therefore in the long run your money may be worth more.
