It means they are kind of POed or they're not showing any emotion. Kind of like if your mad or upset or something. I use it when im kind of joking with my friends that im mad at them:
ex:
them: I can't come over tomorrow got a soccer tournament
me: i hate you :| your leaving me all by myself!
