windows 7 home premium 64bit 32GB of RAM only 16 usable?

I just had my system upgraded with a new MB, CPU, Ram and SSD. When I bought the parts I checked to make sure the RAM was compatible with the CPU and the MB. They were dual channel and I bought 2 pairs of 16GB sets. I don't understand why it shows in the systems page that I have 32GB installed and only 16GB usable.

    Home Premium is limited to 16 GBs. If you wish to go above that limit, then you will need to upgrade your operating system to Professional, Enterprise or Ultimate.
