Is this the normal thing these days?

If you agree to watch someone's child (even family, like a niece or nephew), and especially if it is an overnight visit, but the child in question is sick (with a cold) is it normal for the parents of the child to still keep their plans and ship the child off to you anyway? If yes, what if you have a child yourself who could catch the other child's cold? Is it still acceptable then?

I wouldn't do it unless the child was nearly over the illness and taking medication. It would also depend on the children's ages. If a baby is involved my answer would be no. It is too hard to protect them from germs. Everything they pick up goes directly into their mouth. Schoolage children are probably fine. You can put their names on their cups. Have them practice good handwashing and sleep separately, etc.
