The point inside the pentagon forms 5 triangles with the 5 sides of the pentagon. Those perpendicular lines would be the height of the triangles.
Let the distances of the perpendicular line segments be p1, p2, p3, p4 and p5 and the side length be s.
p1+p2+p3+p4+p5= 16
1/2(s*p1+s*p2+s*p3+s*p4+s*p5) = 40
1/2s(p1+p2+p3+p4+p5) = 40
1/2s*16 = 40
s= 80/16 = 5
