Is Romney ineligible to be president according to his own reasoning?

During the Republican debates Romney stated that he would not be eligible to be president if he paid more than he had to. Today he released his tax returns for 2011 and he paid an extra 1.4 million so that he paid a 14.1% rate instead of the 9% he could have paid.
