How can I have my green card replacement fee waived?

I moved to a different apartment and I misplaced my green card. It cost $450 to have one replaced and I really cant afford it at this time until I get my income tax this year. What would be my conditions for them to waive my I-90 form fee? I cant wait until my income tax since my new college is asking for it. Any suggestions will be appreciated.

    You can ask, there is a form for it but the fact that you have just misplaced it when it is SUCH an important bit of id is not going to look that good.............

    They DID waiver the fee for my daughter after she was robbed [with police report] and ALL her id was taken...............but she also did write a very nice letter asking them too, again part of the form.............

    EDIT To the guy below, yes they state you MUST should carry it at all times, but quite honestly as I have military ID, etc etc that I carry at all times, there is NO way I will carry my green card, to have it stolen or for me to loose it is beyond belief when it comes time to try and renew it..............will take my chances on my military id and my valid drivers licence NOT being enough for who ever asks to see it.

    This is a comment on the remarks of Jenny. On monday I had an exact same circumstance with an Amazon delivery by UPS which claimed delivery but which I did not receive. After waiting two days I contacted Amazon and recived a replacement order in just one day with no additional charge. I was amazed.

    FYI: you are required to carry your green card with you at all times. Your new college may be asking for it now but if stopped the police will be asking for it! No card and you could find yourself visiting the local jail! Figure out some way to get a new card.

    File an I-912 with the I-90 and cross your fingers.

    You may be getting a free ride home...but you are probably already on file...you may ask if replacement can be deducted from tax return

    if you feel you are in extreme poverty you can certainly apply .. of course if they find you are not
