Activision did not release any Asian version there, but US versions for those Asian gamers.
All Call of Duty series on xbox 360 are like that.
They are EXACTLY same one you get from toysrus, gamestop .. etc .

It depends if the games are region locked.
MW3 can be played on any console, its not region locked.

well even though im not sure i dont think so cause of the codes for example a japense psp game to play it you would have to get a japense psp and wouldnt be able to use a u.s one to play
