Could anyone help me with a photography portfolio for college admissions?
First, I was wondering what is crosses the line as far as digital art and actual photography. Should I even bother entering photos that have been changed by a photographic editing program?
Also, what size prints should I use so that I sumbit a physical portfolio? Are 4x6 prints too small?

4 x 6... are you serious? After the reviewer finished laughing at you showing up with 4 x 6 photos, you would be shown to the door. You need at the smallest 8 x 10, 11 x 14 would be more like it and still relatively easy to handle. Have only high quality pro lab printed photos, in protective sleeve, and in a proper portfolio case.
In today's world at least "some" software editing is normal, but if you take it to the extreme / absurd as too many people do, then it will definitely be frowned upon. Always best to have photos that at least appear to be straight out of camera. For college submission, they will be looking for things like demonstrations of proper exposure, composition, use of depth of field, and last but not least, a sense of a cohesive thought stream of creativity. "Perfect" photos are not expected, (after all, that is why you are taking the course), but if you only show cheap, thoughtless, small snapshots that have the look of something a 13 year old does, then don't expect to be accepted.
