Can I use an android without a plan?
My brother upgraded his Android phone and gave me his old one. I don't want to pay for a data plan. Can I connect to Wi-fi and get apps without activating the phone on my cell phone account?
It's a Sprint phone, if that matters.

Yes you can use WiFi and download apps like that , i have 2 spare phones and i use 1 of them often just to check weather and Facebook and such because i usually leave it in the kitchen and i leave mine in the room charging and it works normal except the phone part of course.
BTW im on sprint also

Yes you can use only the app side but this will limit the phone functionality.
