I bought a laptop bag and I found something strange inside?

I recently purchased a laptop bag, and inside was a strange sticky thing, that looks kind of like a computer chip. Does anyone know what this is?

    That's the store alarm. Nothing to be worried about. It's supposed to go off if someone tries trailing the computer from the store. It's nothing to worry about

    Looks to me like it is put on a cpu to maybe cool it down.
