Is my cockatiel molting or has he caught his feathers?

Okay so I got Kiki in August and since then he has lost all of his tail feathers gradually they look ragged to me.

So just wondering if he is molting or has caught them on something? And is there anything that can speed up the re-growth of feathers?

My family have owned various birds over the years(mostly budgies) but this is new to us. Any helpful info would be great, cheers

    Generally, young birds' feathers can look rough and unkept because they're still learning how to preen themselves. He's probably molting and the feathers look that way because he hasn't been keeping them groomed because he's either young or still adjusting to his new home. I wouldn't worry unless they don't grow back within a few months.
