Can I use an exercise book as an art journal?

I was thinking that is could glue 3 pages together to make it abit thick then starting my work, and using white paint for the lines ,so is it a good idea?

No, unless you have some goal of being intentionally creative - like gluing two sheets to a different kind or color of paper between them

The journal pages as you plan them will be heavy, thick and uneven both with glue and alignment almost no matter how careful you are. And if you run the glue out to the edge, the person handling the book will will glue edge and if you don't the multiple pieces of paper will be felt separately and be weaker and more likely to bend and fray.

Yes. You could also use the lines.
