It depends on the facility. Most LTC homes are much like hospitals nowadays are non-smoking property, they do not allow smoking anywhere on the grounds, by either residents or staff.
However, a resident is an adult. If they can get around on their own they can probably walk off grounds to have a smoke as they wish, so long as they dont' need assitance in doing so, and are not suffering from dementia.
But you should know most LTC homes are set up like real homes..the patient isn't really on a schedule, they have choices when to wake up, go to bed, have visitors, etc.

my personal opinion is that smoking is a real problem, to everyone, and anywhere, and anytime.
if you are employed then more than likely the policy is to smoke only on your break and it needs to be outdoors.
Some cities like ours has banned cigarette smoking in restaurants, grocery stores, certain stores and government places. And I know that in some cities they have banned smoking in apartments.
I know there are lots of complaints in apartment complexes (especially where apartments are joined and have foyers or elevators) where people wish to smoke, and there is a cancer problem for people who do smoke as well as those who receive second hand smoke.
In ALF's and nursing homes some people have an oxygen machine so nothing lit can be around that machine or the place will go up in smoke, seriously, and people will get injured so smoking is halted by the laws.
When CNA's or HHA's or homemakers go thru a temp agency they are told never to smoke in the homes of their clients, and in fact some clients don't want smokers at all because they reak of smoke and it's hard for the elder to breathe. And those helpers are also asked not to wear perfume either.
I'd say all smoking should be banned. But I'd say if the home is run by an individual then that individual has every right to set the rules like they desire, and CAN set times to smoke or CAN ask people not to smoke at all. If it's a public place, maybe owned by the government, state or city then I'd think maybe there might be ordinances that would prohibit smoking. I'd say set times to smoke are weird as it should be yes to the outside, and no to the inside, but "set times" depends on the owner.

The reason why nursing homes typically will have set smoking times is because many residents who smoke require staff assistance (hence being a "nursing" home). This allows the nursing home to ensure they have the appropriate staff supervision so that they don't become liable if a resident burns him/herself.
In nursing homes that have residents who are independent and do not require supervision, then the nursing homes I have been in do allow those residents to go out and smoke whenever they want to. The majority of residents in nursing homes though are not "independent" or they wouldn't require nursing home care.
And some nursing homes have smoke free campuses. Since nursing homes are a business, they can set policies procedures, and with that people who are looking at a nursing home would need to ask their smoking policies/procedures and other policies to see if they want to go to that particular nursing home.

It is a safety issue. Where I live state regulations require any nursing home resident to be supervised while smoking. So there are set times and places for residents to smoke because a staff member must supervise them. There have been thousands of instances where unsupervised nursing home residents have been burned or even killed while smoking. Often their fingers/hands are not as agile as they once were, making it difficult to handle a cigarette, sometimes they do not get the ashes in a proper container and burn holes in their clothes, sometimes they smoke where oxygen is in use, sometimes they fall asleep while smoking.

Too humorous...And by the way, Daisy...Welcome house. My mother used to be going to the nursing home on a day-to-day groundwork to support my best aunt together with her ingredients. One day the nurses instructed her that there had been fairly a disturbance on the floor the night before. Seems there used to be a couple of married people who shared a room and some time for the period of the night time they rang the 'alarm' bell for the nurse. The feisty historic gentleman had crawled into the mattress with the wifey for the duration of the night and all went well until it used to be time to return to his own mattress. Seems he couldn't get off...So never take something for granted. Preserve the soup sizzling however be careful for the feisty ones!

where I live there is a designated area where those who smoke must go to. there is no smoking allowed in any resident's room nor are open flames allowed such as candles. not even incense because there is a match needed to light the incense stick or cone. very strict rules apply so residents must use battery or electric powered candles and other types of incense for their enjoyment and safety of other residents.

I guess if there is a reason such as needing to have someone make sure that they don't drop a lit cigerette then it makes sense to have certain times. It depends on the reason. They should have people who can come in to help people quit smoking. I couldn't live in a place that allowed that smoke to interfere with the air I breath.

Not times but places ... Many people can't be around smoke . Smoke when you want . But sorry I can't breathe that crap anymore . You'll have to have a smoking area away from the people who don't smoke ..........

nursing homes and medical providers make them go cold turkey and must have the smoking area way off. mom got back a week ago. smoked her first one yesterday. i was hoping she'd forget about it.
