I think it's unfair leaders in other countries have the ability to cast a vote or promote their choice before the American people get a chance to vote, but that is the advantage of holding a position of political power.

It is expected, I guess, that leaders in other countries also have an opinion on who they may think or feel is a better colleague in the world stage of politics.
