What responsibility does local government have to clean up illegal waste dumps on their property?

There are over 700 tires without rims breeding mosquitoes on city property next to my house. I have given them over five years to do something and they have not. Now I have to go to court because they are targeting my house for code violations like a fence that has been there over fifteen years that they now deemed is 8 inches too high. Yet because of the mosquito problem I was unable to comply in the few weeks they gave me. I have given them years. So, what responsibility do they have? Who fines them for not doing their job? Please any educated good points I have to go to court in an hour! Thanks

    Take them to court. That's really your only option I think if you've already formally complained and they've done nothing.
