Philippines political reality today; Ineptocracy or Kleptocracy?

After reading Imelda Marcos will once again run for office what do Filipinos think, Ineptocracy or Kleptocracy?

Perhaps a symbiotic relationship?

Update:

Kleptocracy is my thought too but I'm interested in what Filipinos think.

    clearly the philippines is a democracy, however the choices that the barely literate voters make beg outsiders to view it as a: 5th column chinese quisling, kafkaesque, cognitive dissonant, nepotism- oligarchy, marxist propaganda delusional- theocracy, kleptocracy?

    If she is voted in then the people deserve all they get. Don`t anybody who votes for her go begging for money elsewhere you will have made your bed so lie in it and take care of yourselves.
