Safe range of +% DCV?

Whats the safe DCV%? I have a device that requires 5DCV input and a wall cord for 12DCV output, is this safe to use as in won't fry my device? Thanks for all PROFESSIONAL answers.

    The safe voltage would be plus or minus 5%. So that's 4.750 to 5.250 volts. The 12 volt supply is way too high.
