its a special surgical tape. ive seen it before and you can tell his arm is swollen. i actually think those black strips are hoisting his forearm up to his bicep where under his sleeve is where you'll see the wrappings with more of that tape.
random info: wrestlers have always been known to look for the next best thing to recover from surgeries and injuries so i wouldn't put it passed him to be trying something new out from a surgeon.

I think it's something he's wearing for his injured elbow. At first I thought it was a tattoo

It was kinesio tape, used to stabilize the muscles and promote healing.
