The most recent one I've seen that I considered very jumpy was Woman In Black. Also, a movie called Insidious had some scary faces and a few startling parts. If you have Netflix, you can watch Insidious and a ton of other horror films on your TV for instant streaming. If you DON'T have it, then it is definitely worth the money.

Creep is good. Resident Evil, Attack the Block. Eden Lake(not for the faint-hearted) or Jeepers Creepers1/2. Vinyan is also worth a look.

Drag Me To Hell (very jumpy!), The Descent/The Descent 2, Amityville Horror, The Fourth Kind (sci-fi/horror - one scene made me actually scream!)

cabin in the woods (No way one can predict the climax of this Movie. Completely out of box)
