Possibly. I suppose some leaders can use their strong personality and perhaps charisma, and no words.
But my experience with all sorts of leaders is that they verbalize everything in such a way as to inspire people to follow their lead,,,so then it would be an oxymoron.

No. You can lead by example-as in combat. You advance on the enemy when others
hesitate, and your example will cause others to follow without a word being spoken.
Your actions speak for themselves. This can apply to many other situations.
A good example of an oxymoron is " an honest lawyer." :0)
