expired must be renewed with in 2 years or you have to retake road test after that. Even so you pass it , it will not reset the expiry date ; the lapsed years will be deducted from time remaining til next renewal. Yes- they will get that money either way!.

New driving licenses in Dubai are valid for 1 year (renewable), at least for the first 3 years. On the fourth renewal you will get a licence that is valid for 10 years.

Please note that your driving licenses doesn't become invalid when your residence visa gets camcelled. If your licenses for example is valid for 10 years and you leave the country now and re-enter in 2 years, your licenses is still valid, But in case renewal applies, procedure is explained here:
