Should these dog owners and dog be reported to authorities?

My friend was walking her small breed dog on a leash when a large dog went after her dog. The owners were about 200 feet behind the dog who was being allowed to wander at will. Luckily my friend saw the dog charging and picked up her dog to save it, taking full force of the hit from the dog resulting in a fat lip and bruising. All the owner's said was that their dog doesn't like small dogs. Should she report these people? she was injured by this dangerous dog.

2nd question. Why do some big dog people think it is ok for their large dogs to attack and often kill small dogs. Yet when the small dog owners try to get justice and save other beloved pets from a violent death from these aggressive dogs by having them removed fromthe irresponsible owners and put down, many come to the support of the killer dog without a thought of sympathy to for the death or injury to the small pet.

    1) Your friend should definitely report the incident. This was an attack! Not only that, I'm sure there was a leash law violation here. And, given what the owner of this dog said, "his dog does not like small dogs" - then he is aware that his dog is aggressive (at least toward small dogs) and his dog should never leave his property, especially without a leash.

    What is that had been a child walking a small dog? The child would have likely been knocked down with some force and injured, and the small dog would likely have lost his life. WHY? Because this idiot, failed to train and or leash his dog. Please REPORT THIS!

    2) I would like to believe that most owners of large dogs do not think it is okay for large dogs to attack and kill small dogs. In fact, I know that's not true for most. A large dog that attacks another dog will almost always (unless the small dog wandered onto their property), be investigated, quarantined if necessary, the owner fined and the dog will be defined as a dangerous dog. In some communities, once a dog has killed another - especially if this offending dog was running at large at the time, that dog could lose his life on the first offense.

    I for one, would NOT come to the support of a dog like this. While most of what occurred would be the fault of the irresponsible owner, a dog that kills another dog should be confiscated and euthanized as a hazard to the community.

    What makes you think that this wasn't the first time the large dog charged a smaller dog? Understanding the anger you have with the situation, try to remove your feelings from the situation. Also, the large animal owner's retort was most likely from embarrassment. What else would they say in a "spur of the moment conflict?" To keep tabs on this animal it should be reported. If this was the animal's/owner's first infraction I think a ticket would make them remember to keep their dog on a lease and under control. If the animal is constantly trying to eat smaller dogs, then yes it should be dealt with.

    I have never seen an animal lover stand up for "large dogs." It is believable that the owners of a large dog in a situation described above would try to keep their animal from being taken away or killer because of their love for it. Although, I haven't seen or heard any large animal owner stand by the belief that small dogs are just food for large dogs.

    Absolutely.

    There are leash laws for a reason. They have NO business walking their dog without a leash. Especially knowing that their dog is aggressive towards small dogs. They are irresponsible owners who should not own this dog.

    In the meantime, I'd suggest your friend to carry pepper spray or a baseball bat. If I had to walk my dog in an area where I thought I'd encounter a dog like this again, I would make sure I was armed to protect myself and my dog.
