Are employers supposed to show up to an unemployment appeals hearing in California?

I had my unemployment appeals hearing today. It was not what I expected to say the least. With what I presented I think it will go in my favor. But with everything I read about the appeals process I thought the employer was supposed to be there or at least be on the speaker phone. That did not happen. I was not permitted to ask this of the judge so I am wonderibg if anyone knows this?

    Unemployment costs get charged against the record of the employer. If the employer did not show up for the hearing, that should mean they are not challenging the basis of your claim for unemployment.

    Since it was an appeal, perhaps they decided it was not worth it to fight further.
