What is Michelle's problem?

Did she outright cheat or are her cognitive skills so poor that she cannot remember the rules for an hour and a half.

Cheering was not allowed during the debate but it is clear she was clapping loudly at times.

    She is allowed and it cost you the taxpayer about $5000 a clap to have there.
