How to register an unregistred vehicle in los angeles?
My neighbor has a car that has expired plates from Florida. It expired a year ago and basically has been sitting in his garage all this time (he may take it out around the block just so it's not sitting idle). How does he go about registering it in Los Angeles? Without having to reregister it in Florida (which would require him to get Florida Auto insurance)?
Money is not an issue, however, so if there is a service in LA that provides that, that would be fine.
What if he doesn't have title yet due to the fact that its still being financed?

Basically, he would take the title to a basic CA DMV and basically title and register the basic car. basically It must also be insured and be able to pass emissions and safety tests....basically
