how many stamps should I use?
I have a 8.5in x 11in (a size 2) bubble mailer with a baseball, a piece of paper, a pen and a 6x9 bubble mailer inside. How many stamps should I use?
Would I just bring it to them and just give it to them? What exactly would I do there?

You have to take it to a post office. It is too heavy to be mailed directly in a mailbox. (It's a security rule to stop people from anonymously mailing dangerous packages.)
