    Have you even read Executive Order 12957 signed in 1995 by Bill Clinton

    This is one of the reasons there is such a big push for a "cashless" society, to prevent, um, "sanctioned" people from stashing cash under the mattress. The irony is, it is highly likely a "sanctioned" person isn't going to have a bank account in the first place (not with all the BS you have to go through thanks to Homeland Security) or, if they do, it is safely ensconced in another country.
