To be deviant is to do something that is not considered normal or acceptable. For example, I don't like to socialize. In that regard, I deviate from what is considered normal for most people, because most people love chatting and socializing.
Deviant behavior of a hit man is the act of killing or maiming someone. An example of a social neutralizer would be the use of a gentle or acceptable phrase (called a euphemism) to make the hit man feel better about committing murder. For example, instead of saying, "I murdered John Smith," he might want to phrase it more delicately, such as saying, "I took care of the situation", or "I disposed of the problem", or "John Smith is on a permanent vacation."
