Help with understanding the mindset?

First off, let me say that I ask this question in all respect. I am not a racist nor a troll and am really interested in what people believe or think. If I am off base or don't understand, I would appreciate you helping me to understand. I am particularly interested in hearing from people of color as to their thoughts on this and also from those who grew up financially poor.

I ask several questions:

1. Do you feel that you are victims? If so, please explain what has been done to you to cause you to feel this way.

2. Do government programs make it easier or harder for you to get out of your situation? If it makes it easier or harder, please explain what you think should be done instead.
