Justice Kagan said she wouldn't have been nominated?

Justice Elena Kagan said she was “not sure” if President Barack Obama would have nominated her to the Supreme Court if she had not been a woman.

Is Justice Kagan telling us being nominated to the highest court in the land isn't about being qualified, but rather, what you are?
