Yes it is because it runs on the A5 chip which is faster than the 4g chip and is the same chip used the iphone 4s. Plus the 5g is a little bigger than the 4g and shoots in 1080p and the 4g shoots in 720p and the 5g's touch screen responds much better than the 4g but over all these things are only minor changes if you can afford I would recommend it if not just get the 4g.
