Why do directions on hot chocolate boxes say to pour hot water into a mug already containing the powder?

Why can't I just heat the water in the cup I intend to use, pour the powder on top of the heated water, and stir, thereby saving myself the use of an extra container in which to heat the water?

    Dump the powder into your cup.

    Add just a bit of water, and stir well, so all the powder is wet.

    Fill cup with water,stir, microwave, then stir well once again.

    Enjoy.

    I've always found it best to put the powder in first because everytime I pour it on top it seems to not mix up as good.
