Why do dogs keep barking at my dog when I take him on walks?
I take my dogs for walk and sometimes, if there is a dog being walked across the road as well... that dog will bark uncontrollably at my dog.
He dog is as soft as anything. He is an American Bulldog.
Also, my dog only barks when we put him outside to use the toilet and either he has been out too long for his liking or it starts raining.
My dog is not that vocal. He is usually very well behaved when I walk him, if he spots a dog on our walks, he will stick his head right up just to keep his eye on the other dog. He does not whimper or make a single noise. I say "Pay attention" and he snaps out of it and continues walking.
Is it a bad thing that other dogs bark at mine?

If the other dog is not corrected by the owner (a tug on the leash and a "look at me" or "Pay attention" command, as you do with your dog) then the other dog is the one who is being allowed to get away with unwanted behaviour. Just enjoy walking your dog as you have been doing, and ignore the ones who have are displaying bad behaviour. Sounds like you've got a pretty good dog there, and you have taught him well.
