Use a copyrighted song (less than 15 seconds) for an intro to a Youtube channel?

I want to start a Youtube channel, and for the intro to each video, I want to use a small part of a song, by The Red Jumpsuit Apparatus. I'm not sure right now, but the part is less than 15 seconds, maybe less than 10. Considering I want to become a Youtube partner, what do I have to do to be able to use it? Or is the fact that its such a small bit of the song is it fair use?

    uh, no. copyright law is very clear. the amount of time you use it has absolutely nothing to do with it. technically its illegal to use any part of it for any amount of time for any reason, without written permission. and to get that you'd have to pay them

    If you want permission to reproduce, publish, distribute, perform, display and digitally transmit music (all of which are the exclusive rights of the copyright owners) you would get a license from ASCAP or BMI or from the producers of the recording you want to use.

    to actually be able to use it you need permission from the copyright owner of the song. 10 seconds of the song is still in violation of the copyrights

    If you use a copyrighted music for any of your videos in YouTube.

    You will not be able to become a YouTube partner.
