Very likely.
One of my sources seems to lean this way while others do not mention the topic as to whether he was the very first.
He would certainly have been the first to have travelled through Western Europe for the sole purpose of learning about the Enlightenment, the cultural differences and how society was changing in terms of new production techniques.
