You have a few options, true tortoises (family Testudinida). There are a number of species, red footed & spur thighed tortoises probably being the most common. There are also box turtles, (genus Terrapene), there's are a number of species/subspecies there too, they are all generally smaller as well, as some of the tortoise species can get sizeable. There are also a few asian box turtles in the genus Cuora that are terrestrial or at least semi aquatic, hut they are a less common generally, and tend to cost a bit more.
As for where to get them? I would first look on the larger sites for breeders, allot of them will include their own website links in their ads...

I'd look to buy direct from a breeder. You can also try local shows and expos, and look up local herp societies.

You want a tortoise like a Russian, Greek ... stay away from Sulcata's - African Spurreds while only 4 inches when bought as babies they can grow from 100 - 200 pounds tho :) ! Best to go to a pet or reptile store to buy or you might see if there are Tortoise Rescue Centers near you as well. Small need what are called turtle or tortoise tables to live on ( many use preformed kiddy pools ! ) with an overhead incandescent UVA/UVB lamp & bulb attached to an inline dimmer switch over a basking area of flat rock, brick... substrate needs to be like Timothy Grass ( also an important food source ! ) tho vegetarian they eat like cows, horses, rabbits - grasses, certain flowers - rose petals ( no thorns ! ) geraniums, hibiscus... weeds - dandelion, etc and in a pinch dark leafy greens - kale, etc from grocery stores not a lot of wet or sweet fruits & vege's or light greens like cabbage, iceberg lettuce... not human vegetarians, foods must be lightly dusted with calcium + D3, and roller paint tray makes a great water & soaking dish & a hide for peace, quiet & darkness ( they do like to sleep a lot and are not very active ! ) & tho small most need space of about 4x4 foot or bigger & there are ready made turtle tables too and some hibernate , some don't ! Take Care

The turtles that aren't aquatic are called Box turtles...turtles and tortoises are different, but you asked about turtles, not tortoises.
A good website to order from is LLLreptile.com from what I hear.
