I am not a democrat but I have to jump in here. he said "voting is the "best" revenge." The word "best" is key. What Obama is saying is that the "best" revenge is to reelect him. But it also implies that he is calling for violence if his idea of the "best" revenge does not work out.

There are many usages of the phrase or rather word:
examples
Living Well is the Best (or Sweetest) Revenge
In the context of the election of 3012 : Despite efforts to keep people from voting, to actually vote is a form Of revenge against those that want to suppress the vote.
It can also be used in the ironic sense: people have tried to stop people from voting so to vote is sweet revenge.

I pulled the following from a news article where an Obama campaign official tried to explain it:
The GOP candidate is “frightening workers in Ohio into thinking, falsely, that they’re not going to have a job,” Obama campaign official Jen Psaki said, according to a White House pool report.
“And the message [Obama] was sending is if you don’t like the policies, if you don’t like the plan that Gov. Romney is putting forward, if you think that’s a bad deal for the middle class, then you can go to the voting booth and cast your ballot. It’s nothing more complicated than that,” she added.
I really think that Obama should have chosen his words better, but the message he was trying to send was that people shouldn't let the GOP bully them into voting Republican.
