LD Debaters: New topic, what would this be?

On the Nov/Dec topic, would bioterrorism be concequentialism or deontology. WHich leads me to my next question, would that be a better AF or NEG speech?

If you don't know the topic it is... The United States ought to allow all ciizens universal heathcare. (something along those lines.)
