No. Many well intentions (and the Democrats have well intentions) often have unintended results. While there is a backlash toward the wealthier in America and many think they need to pay more taxes, there is a flaw increasing capital gains tax rates. Capital gains: s the tax from the sale of a long-term investment held over a year such as stocks and real estate. The lower capital gains tax rates encourage investment and capital which spawns business growth resulting in more jobs and wealth creation, which then grows the economy and tax base. Raising capital gains taxes have resulted in lower taxes collected because 1. Investors will sit on investments rather than sell them resulting in $0 taxes collected , and 2. With little or shrinking investment in the economy the economy stalls, jobs are not created and the tax base shrinks. Obama should know this as , supposedly, he has a degree in economics. However, based on his decisions that becomes suspect if he really understands Economics at all. Legislatures are politicians with very few of them having business backgrounds, which might lead one to think a president with a solid track record in business would be a better choice. If your company needed to be turned around who would you choose? O or R?
