The timeframe that the practice began was during the Middle Ages and was used most notably during the Inquisition around the 12th century. There is no way to know who invented the torture devices, as it was fairly commonly brought about and used, and historical documentation is scarce. It was used on anyone that the torturer needed info from. I included a couple of website below, but they mainly focus on what was used and not specifically on the origins, since that has been lost in antiquity.
