Ebay / Post Office Lost Item?

I have a question for you: I recently sold a smartphone on eBay and shipped it to the buyer and in the process it seems to have gotten lost in the US mail. Well to be more accurate, the phone and the leather hip case I had put it in got lost, since I did not send it with insurance am I S.O.L (sorry out of luck), how do I cancel the sale and refund the buyer, and do I have any recourse with the Postal Service?
