What PC Hardware components should I test if my computer freezes?
My PC is an HP 2000-417nr notebook (1.3 GHz AMD Dual-Core E-300 Accelerated Processor, 8 GB RAM, 500 GB Hard Drive, Super Multi DVD Burner, Windows 7 Ultimate 64-bit). The PC freezes instantly on boot (and takes a long time to boot also) and sometimes it won't let me even go into safe mode. Also, It won't let me do system restore to a previous time when it worked fine.I know my PC has a hardware issue because I have format the hard disk drive and installed a new copy of windows.
If someone could please tell me which hardware components are more likely to cause the problem I would greatly appreciate it.

If you have a "check disk" option on boot up you should definatly use that. It will run a diagnostics before loading windows and possibly let you know what is going on. Usually this is an option branched out from one of the other options on start up. Try rebooting and trying each option to see if there is one that fits this discription.
As for your question, more then likely it is a hard drive issue. It could simply be that your HD is about to completly crash. I would suggest that you back up your important files and look into getting a new HD.
I was having the same situation, and I used the factory restore mirror image format, and it seems to work ok now for some reason.

My computing device started doing in fact the comparable ingredient. I even have 8 GIGS of RAM, an extremely rapid processor and a respectable video card. My freezes come from surfing in any browser, no longer purely one or the different. I even have a GeForce GT 220 with all patches and updates utilized yet no longer something, even reinstalling abode windows 7 has fastened the project. i think of MS has a severe situation and that i desire this is this is purely we who've the OEM version of the applying that they so willingly gave us as quickly as we offered our computers on the tip of the Vista debachle!

Your hard drive is bad. Install a new hard drive and re install Windows and apps. Also, I would recommend purchasing an IDE/SATA to USB Adapter to access your data thats on your old hard drive. Once you have your new hard drive installed and Windows loaded just hook up your old hard drive to your computer to backup/access your files.
