usually the begging of each season so winters in like October or November and summers/allseason in march or April. that's how most of the tire shops did them as they had the biggest deals at the start of each season.

Here's some info. Hope you can use. Brand makes little difference. There is no "best time". Ask around at good tire shops and keep asking. You want (and you are sure to find) a four-tires-for-the-price-of-three deal. The shop that sells Cooper tires has 4 for 3 sales and others do too. At a minimum, don't settle for anything less than a $100 rebate on a set of four. The expensive tire with all that deep tread and safety features cost exactly the same price as the not-so-good cheap tire. That's because the cost per thousand miles guaranteed is exactly the same. So get the 'expensive' tire and enjoy the benefits.

When the major automakers are offering rebates. They usually do so once or twice a year. For example, Goodyear, Goodrich, Michelin, and Hankook are all offering rebates from $50 to $80 at the moment.

Generally, there isn't one. Tyres get worn out/damaged all year round and so there aren't really any seasonal variations.
The sole exception can be with winter tyres; any unsold stocks of those can usually be subject to price negotiation in spring when the demand for them falls sharply.

There is no best time of the year. Tires do not go through annual model year changes. Watch for local sales.
