egine coolant system?

I have codes 117&118 high and low voltage ect. I' changed the thermostat, cooling sensor(ect) thermostat housing and the fan. I traced the leads to the motor from the relay and checked between them and all checked out okay! I have also changed the coolant gulped the car for three days ,may still have some air in the system but will work on that in the morning. I have removed the battery for several hours cleaned every thing as I went through the car. Any ides of why the codes are still present?

Update:

By the way this is a 1992 Ford Tempo.

Update 2:
